Implementation of Rights of Persons with Disabilities Convention needs 6.6 bln

If the Convention on the Rights of Persons with Disabilities is ratified, amendments to 75 laws will be needed. The Minister of Labor and Social Development of Kyrgyzstan Ulukbek Kochkorov announced this at a meeting of SDPK parliamentary faction.

In particular, it is necessary to immediately take into account the access of people with disabilities in the construction of kindergartens, schools and other public buildings.

The implementation of activities related to the convention will require more than 6.6 billion soms.

MP Chynybai Tursunbekov asked if the government budgeted such funds.

Altynai Omurbekova replied that this was a long-term program, a number of activities would be implemented at the expense of local budgets and private entrepreneurs, for example, installation of ramps or traffic lights with sound.

One of the main points of the convention is providing people with disabilities with housing. But it is difficult to build separate houses for people with disabilities.

«A working group has been formed for development of changes to the Housing and Land Codes. It is proposed to provide quotas for people with disabilities in houses under construction, including by private companies,» the Deputy Prime Minister said.

In this case, companies are offered to be provided with free land or tax benefits, stressed Atynai Omurbekova.

Recall, in December 2018, the deputies of the Parliament of Kyrgyzstan ratified the UN Convention on the Rights of Persons with Disabilities in the first reading. Kyrgyzstan joined it on September 21, 2011.
