Banks Union not support request of Financial Intelligence Service of Kyrgyzstan

The Banks Union did not support the requirement of the State Financial Intelligence Service of Kyrgyzstan to submit data on bank accounts and safe deposit boxes. The President of the Union Anvar Abdraev told 24.kg news agency.

According to him, the Banks Union held a meeting with commercial banks, at which they discussed the letter of the State Financial Intelligence Service on providing information on all clients.

«We have come to the common opinion that this requirement is contrary to the Constitution and laws, damages the image of the country’s banking system and the transition to non-cash payments,» said Anvar Abdraev.

The actions of the service are unauthorized; they will harm economically. The investment attractiveness of Kyrgyzstan is endangered.

The State Financial Intelligence Service of Kyrgyzstan has requested  data from all commercial banks without exception on holders of accounts and safe deposit boxes.

This requirement is contrary to the Law on Banks and Banking Activities. Article 131 states that a request for the provision of information constituting a bank secrecy must contain a name of a client of the bank with indication of the limits and amount of requested information constituting bank secrecy.

In case of non-compliance of the request for the provision of information constituting bank secrecy with the requirements of this article, the bank has to refuse to provide information.
