He was born on October 10, 1966 in the city of Kara-Balta. In 1991 he graduated from the Frunze Polytechnic Institute with a degree in civil engineering. From June 2022 to January 2023, he served as a director at the State Agency for Architecture, Construction, Housing and Communal Services.
