President instructs to legalize houses around Bishkek HPP-2

President of Kyrgyzstan Sadyr Japarov instructed to legalize the land plots of residents near the capital’s Heating and Power Plant-2 in the near future. Presidential press service reported.

The head of state again met with the residents of a residential area formed near the HPP-2 in Bishkek. In August 2021, he already visited the strategic site and met with local residents. During the conversation, they voiced their pressing problems — transformation of land plots around the HPP-2, construction of social facilities and etc. Sadyr Japarov said that in order to solve problems with electricity, it is planned to commission the strategic HPP-2 facility in late 2022 — mid 2023.

He gave instructions to the Cabinet of Ministers regarding the transformation of the land plots. «By the end of this week, a resolution of the Cabinet of Ministers will be issued, after which the specialists of the power industry will complete all other procedures. Then the issuance of documents will begin,» the head of the Kyrgyz Republic said.

The President also instructed to resolve the issue of inclusion of the housing estate near the HPP-2 into the city. Sadyr Japarov stressed that the issue of transformation of the land plots of the residential area formed near the HPP-2 had not been resolved for many years. «These are the mistakes of the previous authorities, which have not been resolved for years. We will gradually solve them. There are such problems in all sectors, not only on land issues, for example, in ministries, departments, in the regions, in the mining industry and etc.,» he said.

At the same time, he especially noted that from now on there would be no such thing as «seizure of land».

«If someone decides to do this, they will be immediately detained for breaking the law. It shouldn’t be like that,» the president said, adding that the policy of the State Mortgage Company has been completely changed, the issuance of apartments and low-interest mortgage loans has begun to solve housing issues of citizens.

«Next year, we will allocate 5.5 billion soms to the State Mortgage Company for the implementation of the program, so that people in need have the opportunity to get housing through a mortgage for 10, 15, 25 years. We will allocate apartments both in regions and in regional centers. Heads of regions, mayors, heads of districts will work in this direction and keep this issue under control,» he said.

Sadyr Japarov also noted at a meeting with local residents that he had given instructions to the Cabinet of Ministers to address the issue of cost of coal in the autumn-winter period. According to him, its cost in the capital will be significantly reduced one of these days.
