Amendments to public procurement law: Global financial institutions concerned

The World Bank (WB), Asian Development Bank (ADB), the European Bank for Reconstruction and Development (EBRD) express their concern about the draft law on public procurement and warn stakeholders about the threat of criminalization of public procurement sphere. The head of the independent Medical Trade Union Bermet Baryktabasova announced on Facebook.

In particular, the letter addressed to the head of the Cabinet of Ministers Akylbek Japarov notes that the proposed amendments eliminate measures to prevent and combat corruption in public procurement. Procuring entities will be allowed to select suppliers without any competition, transparency or accountability. Representatives of the international organizations are confident that this will make the public procurement system vulnerable to fraud and violations and completely undermines the concept of efficient use of taxpayers’ money.

«They did not react like even on the amnesty of criminal assets. Everyone was alarmed in earnest by this very dangerous shot towards budget money. Patient communities are generally scared, what will happen to the quality of medicines?» Bermet Baryktabasova asked.
