The Interior Ministry of Russia proposes to introduce a regime of controlled stay for illegal migrants, providing for several bans and restrictions for them. TASS reports.
For example, such persons will not be able to obtain a driver’s license, buy and drive a car, open a bank account, transfer money, purchase real estate and marry.
The draft law says that controlled stay is a legal regime applied <...> to a foreign citizen who is in Russia and has no legal grounds for stay (residence) in the Russian Federation or who has knowingly provided false information or documents for migration registration.
The draft law states that a foreign citizen is considered to be in a controlled stay regime from the date on which information about him or her is entered in the relevant register. The grounds for this may be the expiration of the term of temporary stay, temporary residence permit or residence permit. A foreigner may also be included in the register if an illegal border crossing is detected, a decision is made to cancel his or her visa, refugee status, temporary asylum or citizenship.
Controlled citizens can request the grounds for the application of such legal regime to them, appeal against the actions or inactions of officials exercising control within the framework of controlled stay.
TASS recalled that earlier Valentina Kazakova, head of the Interior Ministry’s main department for migration issues, said that the ministry had prepared a draft law with bans for illegal migrants. According to her, the document will soon be submitted to the State Duma. According to the head of the department, such measures will lead to the detection of illegal migrants and their removal from Russia. In total, according to Valentina Kazakova, there are 6.4 million foreigners in Russia, most of them entered the country for employment.
