Ministry proposes to assign PINs to foreigners, stateless persons for fee

The Ministry of Digital Development of Kyrgyzstan proposes to approve a new procedure for assigning and changing personal identification numbers (PINs) to citizens. The ministry has submitted the corresponding draft resolution of the Cabinet of Ministers for public discussion.

As the background statement says, this innovation will allow replenishing the republican budget.

In addition, the document states that the republic is actively working on improvement of regulatory legal acts aimed at preventing cases of unregistered children on its territory.

«According to Article 24 of the International Covenant on Civil and Political Rights of December 16, 1966 (the Kyrgyz Republic joined in 1994. — Note of 24.kg news agency), each child is registered immediately after birth and from the moment of birth has the right to a name and to acquire citizenship,» the document says.

According to the Ministry of Health, about 90 percent of children born undergo birth registration with authorized bodies, which indicates that citizens apply for registration of a birth of a child after one month or more.

«Therefore, access of small children to basic guaranteed health care services, preschool education, and social protection becomes difficult,» the Ministry of Digital Development believes.

The ministry proposes assigning PINs to children immediately after birth on the basis of a medical birth certificate before the parents (parent) apply for state birth registration.
