CEC refuses to register Sadyr Japarov as presidential candidate

The Central Election Commission denied registration of Sadyr Japarov as a candidate for the post of president of the Kyrgyz Republic. Press service of the CEC reported.

According to the conclusion of the working group, it was established that the verdict of the Supreme Court of the Kyrgyz Republic dated August 3, 2013, found Japarov S. N. guilty of committing crimes under Articles 30 part 1, 4 (complicity in a crime), 28 (attempted crime), 295 of the Criminal Code (forcible seizure of power or forcible confinement of power), and was convicted with application of Article 56 for 1 year and 5 months.

According to Part 4, Article 3 of the Constitutional Law of the Kyrgyz Republic On Elections of the President of the Kyrgyz Republic and Deputies of Parliament: «People, whose criminal record is not withdrawn or canceled in accordance with the procedure established by law, do not have the right to be elected as the president and a deputy of the Parliament.»

On the basis of the point 6, part 3 of Article 76 of the Criminal Code of the Kyrgyz Republic, a criminal record for especially serious crimes is canceled 10 years after serving of the punishment.

Thus, the CEC decided to deny Sadyr Japarov’s registration as a candidate for the post of President of the Kyrgyz Republic («for» — 9, «against» — 3).
