President of Kyrgyzstan Sadyr Japarov in an interview with Kabar news agency explained the reason for the introduction of the emergency situation in the energy sector.
According to him, there is no emergency. This decree gave the Minister of Energy the authority to make decisions quickly under various circumstances. He will coordinate issues related to energy generation and will have the right to give instructions to local authorities and deputy heads of regional departments of the ministry.
«So he will be able to keep the situation in the energy sector under control and, if necessary, make important decisions promptly. Prior to this, the minister could not give instructions directly to other bodies that is why problems in the energy sector are still being solved with great effort and are not brought to an end. To date we have issues that have been discussed between departments for more than six months. Therefore, the measures provided for in the decree are aimed at quickly resolving problematic issues,» the head of state said.
He also said that by 2026, according to the plan, construction of a number of small hydropower plants should be completed in Kyrgyzstan. Due to this, the volume of electricity generation will increase in the republic. But for the implementation of these projects, the Minister of Energy must be given the appropriate authority.
Frankly speaking, we have been in an energy emergency for a long time, as we have been importing electricity for years.

«We need to gradually move away frpm imports, reducing its volume every year. Yes, there is little water this year. This is happening not only in Kyrgyzstan, but throughout the region. Despite this, God willing, we will pass the winter safely, given our heating power plant, as well as thanks to agreements concluded with other countries. Therefore, our people need not worry about electricity. There is no need to succumb to all kinds of provocations and rumors that an emergency situation has allegedly been declared in the energy sector, the energy industry has failed and the situation will be difficult in winter. By this decree we will only expand the powers of the Ministry of Energy. Unfortunately, there are groups in our society that are only looking for shortcomings in the work of the authorities, wanting a crisis in the republic. But the educated part of society perceives the activities of the government correctly and understands everything,» he concluded.
