Kyrgyzstan. Life after base 

Kyrgyzstan again appears in the news world media. As before not at its best. This time newsmakers have become "the biggest drug lord in Central Asia" and "terrorist with the Kyrgyz past". Another event that made press to remember about Kyrgyzstan: the final withdrawal of U.S. airbase from "Manas" civil airport.

Goodbye, America!

Memorial ceremony of the American contingent of the Transit Center was held at Manas International Airport. The parties exchanged pleasantries: the Deputy Minister of Defense Zamir Suerkulov thanked the U.S. for a significant contribution to strengthening security in the region, and U.S. commanders reminded of their good deeds. But they concealed about a number of accidents, with participation of the base's officers. They didn't mention the murder of the KR citizen Alexander Ivanov by American soldier.

Commander Col. John Millard handed over the symbolic key to the Transit Center labeled Transit Centre of Manas 2001-2014 to the First Deputy Commander of the National Guard, the Colonel Mirbek Imaev. "Despite the fact that very soon the base is leaving our country, we will continue our cooperation in the military sphere," Zamir Suerkulov noted.

John Millard also announced about his intention to "be friends". "We're leaving as well as arrived, - remaining partners of the Kyrgyz people. Twelve and a half years have been wonderful years of cooperation, friendship and partnership, and it is sad to leave," he said.

Hello, America!

By the time of withdrawal both sides prepared for a long time and thoroughly. Americans on the territory of diplomatic mission in Kyrgyzstan started grandiose construction back in 2012 - at the stage of talking about the base's withdrawal. Multi-storey buildings and facilities outside the fence of the U.S. Embassy sprouted like mushrooms after rain. When the Kyrgyz authorities said their final decision to discontinue activities of Manas Transit Center, the pace of construction accelerated. Obviously, only a part of the KR troops will leave the country, reconnaissance teams remain certainly. Periodically, the press tries to attract attention, emphasizing that in the territory of the U.S. Embassy in Bishkek explicitly not humanitarian projects will operate in increased staff. The mission of diplomats itself does not respond to such news at all and did not even consider it necessary to refute them.

"Manas" poor, but peaceful

Kyrgyz authorities had long negotiations, which eventually reached an agreement that in the place of Transit Center there will be a civic hub. The day before, speaking to reporters following his visit to Turkey, the President Almazbek Atambayev noted that investor should create a civil hub at "Manas", who will provide Kyrgyzstan for cheaper jet fuel and good investments.

According to him, in choosing a company that will develop the hub, the parliament will put the last point. "If we want to develop the airport, they should focus on cheap gasoline. It could give us a Russian investor - "Rosneft" and "Gazprom". But if some other investor - from the U.S., the EU and Turkey - will fuel at lower prices and ensure adequate investment, you have to give it. I will not hide, I thought we would have "Rosneft", but then there rose such a fuss that, allegedly, Atambayev wants to give all to Russians. But I want to note that once, while I "wasn't bombed", I was one of the richest people in the country, and I know how to make money, how to make sure that the airport will earn money. I am sure that there will be a lot of controversy in the parliament. Today their interests show Russians, Turks and Chinese. Deputies, before deciding, should discuss all thoroughly and hold hearings. The main thing is that everything must be transparent, and then people will realize who's who of investors," the head of the state, expressing full confidence in that the holy place is never empty.

Why does Washington need a "bad guy"?

Last American soldier hasn't left Kyrgyzstan yet as overseas news spread one after another.

Washington again suddenly remembered the "kingpin" Kamchi Kolbaev. Lately, the U.S. Department of State official website posted announcement on $1 million remuneration for information about his OPG. Earlier on, in 2011, the U.S. authorities included Kamchi Kolbaev into the black list of the biggest drug lord in Central Asia. The U.S. Treasury Department in conjunction with the Attorney General's Office and the State Department also recognized the members of the gang Adilet Kasenov and Almambet Anapiyaev (closest associates of Kolbaev). In addition to the arrest of their bank accounts in the United States, its citizens carry were banned to make any financial transactions with them.

Remuneration, as the United States explains, will be paid for information that "could lead to a breach of financial mechanisms of the criminal group of Kamchibek Kolbaev". Knowing the information about criminal activities of Kolbaev's group is suggested to send an email to the U.S. Treasury Department or contact the nearest embassy or consulate of the country.

"There will be attempts to create a certain image of the "bad guy" from Kyrgyzstan. Some attempts have already been taken. But today they are, seemingly, innocuous," said the expert Dmitry Orlov. He believes that the pro-Western media will unfold active information propaganda; despite the fact that the response can be driven hundreds of rebuttals can be driven in response.

"Already five years ago the American press keeps discussing the theme that opium poppy is grown in the KR. Although it is not produced industrially for already many decades. And since 1974 and all denied planting of this crop was forbidden at all," said Dmitry Orlov.

Creating an "enemy image", America has chosen the theme of drugs for reason. With withdrawal of the military contingent of coalition forces from Afghanistan, transportation volumes of "potion" across the territory of the KR will increase rapidly. This may be the reason for strengthening of control, experts believe.

Kyrgyz origin

Student from Quincy, Massachusetts (USA), a 23-year-old Hayrullozhon Matanov, who was suspected of concealing and destroying evidence in the case of Boston terrorist attack Boston, turned out to be of Kyrgyz origin.

The main defendant in the case, recall, is also the former citizen of Kyrgyzstan - Tamerlan Tsarnaev. According to investigators, on April 15, 2013 at the time of the Boston Marathon on the square two bombs exploded, killing three people and injured 250. Brothers Tamerlan and Dzhokhar Tsarnaevs were accused of organizing terrorist attacks. The eldest of them, Tamerlan, born in 1986 in Kyrgyzstan. Later on, he and his family moved to Dagestan, but it turned out that Tsarnaev brothers, before the emigration to America, returned to the Kyrgyz Republic, and Tamerlan Tsarnaev in 2002 received Kyrgyz citizenship. He was killed during detention.

New defendant of the case Hayrullozhon Matanov, who was detained just last week, according to the Federal U.S. Attorney's Office, was familiar with Tsarnaev brothers. "According to investigators, after the attack, he had a dinner with them. He also proved that he later tried to contact with Tamerlan and Dzhokhar on the phone and at least twice met with the eldest of the brothers. Earlier on, Matanov repeatedly testified, saying that is not very familiar with the main defendants in the case. Later the contrary evidence was confirmed. This was the reason for charging him of perjury and destruction of evidence. The day before the charges were dropped, but the guy will still be sued for what he knew about the plans of Tsarnaev brothers, but did not report them to the authorities," the media reports.

What is known about Matanov is that he is 23 years old, was born in Suzak district, Jalal-Abad province, an ethnic Uzbek, left for the U.S. in 2010 and was granted political asylum in connection with the events of June, after he was issued a student visa. This information was confirmed by the Kyrgyz Foreign Ministry as well.

It is also reported that relatives of Matanov now work in Russia. They, of course, denied any involvement in the terrorist attack of Hayrullozhon, saying that he is God-fearing man, a good student and moonlighting as a taxi driver. Relatives do not exclude that he could speak on religious themes. "Can it be the reason for charges in terrorist attack?" they ask.

These are the first hints of an attempt to make the KR an "evil country", aren't they?

Great provocation

Political scientist Denis Berdakov isn't inclined to connect events around Kamchi Kolbaev, withdrawal of Manas Transit Center and Matanov. But he believes that the Boston terrorist attack itself - is a great provocation of U.S. intelligent services against its own people. "But a guy got into trouble," he suggests.

According to him, we should pay attention not only to the publications about Kyrgyzstan in the pro-Western media, as the situation in the state, in particular, the political elites, which are somehow kept on the hook by the U.S. and Britain through their accounts in foreign banks, block grant and children.

"Here we should understand a few key points. Kyrgyzstan - a small geopolitical player, which very much depends on a number of items from other countries. This is the issue of re-export of goods, investments from China, as well as migrants, fuel prices, sales markets from Russia," says Denis Berdakov.

He believes that withdrawal from Manas Transit Center demonstrates that Almazbek Atambayev very clearly understood the essence of western geopolitics. "It consists in the fact that you can take anyone out of their alleged satellites, as shown by the example of Libya, Egypt, and our Akayev as well. U.S. national interests are always dynamic; they don't care about some peoples lives and the more politicians. The Head of the KR clearly understood and went "under the umbrella" of the CSTO and the SCO on the eve of a very serious threat - the second wave of the global crisis, toughening of resistance in the world, Afghan terrorism, Syrian militants and others," said Denis Berdakov.

"We should not wait direct sanctions and threats. The U.S. has national interests and tactical tasks. And if it is necessary, then they arrange destabilization nearby Russia and China in a few days," concluded Denis Berdakov.

I wonder what is the reason for this? Or there is no need, given the weak state and apparent corruption of the state government?
