Chinese company without license wins tender for reconstruction of Balykchy – Korumdu road

The Chinese company, which had no license, won a tender in Kyrgyzstan. This was announced today at a meeting of the parliamentary committee, which studied the rule of law during the tender for the reconstruction of Balykchy - Tamchy - Cholpon-Ata - Korumdu road (104 kilometers for 6, 830 billion soms).

Having studied the materials, MPs found out that Long Hai Company from China, which became the winner of the tender for the reconstruction of a part of Issyk-Kul ring road, did not have a license issued by the state bodies of Kyrgyzstan. "During the participation in the tender, they, as it turned out, have submitted the license, obtained in China, and  it really got a license only on December 4," the Minister of Transport and Communications Argynbek Malabaev admitted.

 According to him, the Corruption Control Service of the State Committee for National Security and the Ministry of Transport conduct investigation. As the member of the commission - the leader of Kyrgyzstan faction Kanat Isaev stressed, the Chinese company got the third level license. "What kind of activity the company with such a license can be engaged in?" he asked Argynbek Malabaev.

 "It can be engaged in medium level repairs, patching ... But they have promised to get a license of the second level, and even willing to obtain a license of the first level," the official assured.

Kanat Isayev asked why the tender was won by Long Hai, if a company from Kyrgyzstan offered to carry out the reconstruction of the route by 1.2 billion less than the Chinese company. "They did not have a license, for the same reason, incidentally, we abandoned the Turkish company that offered the least of all," Argynbek Malabaev noted.

"At the same time, you have permitted the Chinese company, which did not have a license from the Kyrgyz state bodies, to participate in it and even announced it the winner, why?" the leader of Ata Meken faction Omurbek Tekebayev asked. "I am trying to find it out from the tender commission for two months already," the head of the Ministry of Transport said.

Recall, parliamentary commission was created at the beginning of February 2016. It included four MPs from the Social Democratic Party (Zhanar Akayev, Uzarbek Zhylkybaev, Iskender Matraimov and Gulkan Moldobekova), three representatives of Respublika-Ata Jurt (Maksat Sabirov, Talant Mamytov, Taabaldy Tillaev), two deputies from Kyrgyzstan faction - Kubanychbek Nurmatov and Kanatbek Isaev, Abylkaiyr Uzakbaev (Onuguu-Progress) and the leader of Ata Meken faction Omurbek Tekebayev. It was headed by Kubanychbek Zhumaliev (Bir Bol).
