The government of Kyrgyzstan offers to assign personal identification numbers (PIN) to citizens at birth, as well as to foreigners and stateless persons. These changes are included in a document drafted by the Ministry of Justice of the Kyrgyz Republic.
The draft resolution of the government was submitted for public discussion.
If approved, every newborn Kyrgyzstani will get a PIN number and it will be included into the birth certificate. It can not be changed, because there will be a single rule- "one person - one PIN." Its drafters explain this saying that change of PIN can cause various kinds of kickbacks and "will lead to a high risk of legalization of wanted persons, as well as extremists, foreigners, posing a direct threat to the security of the Kyrgyz Republic."
The only reason to change PIN, according to the project, may be the cases stipulated by "legislation on the protection of witnesses, victims and other participants of criminal proceedings."
Another innovation will be handing over of PIN assignment functions from the Social Fund of the Kyrgyz Republic to the State Registration Service (SRS). According to officials, it will help "to maintain a record of citizens since birth and eliminate the double assignment of personal identification numbers." It is emphasized that "adoption of the project will not require additional financial costs from the state budget."
