Feast in time of plague
MPs stopped working for three months to tell how they would work.
As far as I remember, there was an amazing scene in Titanic movie: the ship sinks, passengers are rushing about, screaming and yelling but the orchestra on the deck continues to play. Something similar can be seen today in Kyrgyzstan. Dollar jumps, som is depreciating, there are a lot of unsolved problems in the economy, troubles with EEU ... And simultaneously there is another course - tinsel and bravura of election campaign of political parties going to storm the Parliament.
Almost 90 percent of current deputies of Parliament of the 5th convocation vanished in their lists. And who, if not them, need to work hard but not to trample the stage of pre-election platforms. They knew that the agitation paralyzes work of Parliament, but none of the screaming right now from the agitprops about their current or future work in the new parliament, did not offer to cancel the parliamentary recess.
As a result, the legislative body does not do anything for the country for the third month in a row. Budget for 2016 as well as amendments to the Water Code, because of which mining companies are hanging in the balance, were not adopted, other issues which by law can not be solved without deputies also grid to a halt. MPs are having fun but they get their salary anyway.
Worse of it is that after the elections the Parliament will not bite on the bit to do the job. Indeed, the most spectacular show will be in October - the formation of a majority coalition and the subsequent sharing of the committees and ministries, cars and offices, as well as other amenities. How much time it will take? I wish they would cope with it by November.
Looking at blusterous pre-election campaign, I unfortunately find that hard to believe in drastic reforms, with which the voters are fed. The same is with the abolition of parliamentary privileges, reduction of costs of officials, economic growth and improvement of lives of those whose voices will actually be valuable one day only - on October 4.
And on that purpose 14 parties, participating in the race, have already spent more than 600 million soms. This is only the official data of CEC, which tracks the movement of funds through the election funds of the participants of the campaign. But only party bosses know how much has been really spent.
At the same time, seekers of the mandates do not stop buying places in party lists and "to thank" the voters. It is not generosity of the power-hungry but the need to invest in a five-year period of prosperity with the parliamentary immunity, and the ability to cover his and someone else's business, and other amenities that are granted together with the seat in Parliament.
Is this not the cause of stupidity and emptiness of election programs of many parties, the absurdity of certain ideas that either shock or make you laugh? But, frankly speaking, I do not want the Parliament once again to turn into a circus. So we can only hope that those who will not be silent but be able to remind colleagues about pre-election promises will get into the Parliament. And voters will not have to look at the empty seats in the session hall, study the lists of deputies- truants and listen to empty talks again.
