Mandate is more valuable then conscience

A member of SDPK faction (ruling party) Yrgal Kadyralieva is not going to withdraw parliamentary mandate. By law, they say, the sister is not responsible for her brother. But what about conscience?

Long known fact that officials in the parliament are not craving to serve to the electorate. Elected officials put their personal or corporate interests higher then expectations of citizens. Often, this is a great covering for your own business or semi-criminal cases, and sometimes of both.

Family members of parliament also don't have crystal reputation. Time after time details of their turbulent life come up in summary of criminal law enforcement agencies. Now someone knocked a person, and then arrange a gunfight. They are more serious crimes: foraged extortion, robberies and looting.

However, it is not affect on the career of an official. The deputies with tainted reputation are not going to withdraw mandates.

The latest scandal - example of it. A criminal case is opened against brothers of SDPK faction member Yrgal Kadyralieva. Prosecutor's Office indicted Kanzhar and Ulan Kadyralievs on three articles of the Criminal Code - 234 "Hooliganism", 353 "Arbitrary" and 170 "Extortion". a resident of Osh region Abdymitil Bektashev turned to the police with a statement. According to him, Kanzhar Kadyraliev, as a member of the prosecutor's office, with his brother repeatedly beat him and threatened him and his son.

The investigation found that since 2004 the Kadyralievs inappropriate use the land area of 3 ha, located in Kurshab village aimak of Uzgen district in Osh province, that was the in the lease of Osh resident. And they even required giving it to them.

Back in October it was announced that the prosecutor's office employee of Osh region Kanzhar Kadyraliev was involved in the robbery. At a press conference on October 10, a resident of Uzgen district 80-year-old Ashiraly Keldibaev said that on the night of August 31, four armed men in masks raided to their home. "They tied my son Saktan, dragged him into the street and started beating him. Son gave them all the money that was in the house - $12,000. But the robbers demanded more, according to their information, they knew that there is more money in the house," he said.

Ashiraly Keldibaev also said that his son was hospitalized, and he wrote an application to the police. During the trial it became clear that the offense involves employee prosecutors of Osh province Kanzhar Kadyraliev, the brother of parliamentarian Yrgal Kadyralieva.

Sister of the entrepreneur Uulkan Keldibaeva noted, her brother produces tile. "He provided jobs for about 50 people. Now somebody wants to take his business away," she explained.

But then, in spite of complaint of the victims, criminal case wasn't initiated. Only after speaking to reporters, the General Prosecutor's Office interested in the deputy's brother from the ruling party and began an internal investigation.

During the proceedings, there were revealed other violations, "incompatible with prosecution service", and the head of supervisory authority Aida Salyanova decided to dismiss Kanzhar Kadyraliev from procuracy authorities. The court imposed a pre-trial chose restraint for the brother- arrest. In absentia. After all, Kadyralieva's relatives observe no law. Brothers disappeared from investigation, and his sister, actively denying it, calls the case as "incomprehensible games in respect of her family." At the same time supporters of fugitive brothers organized a rally in Osh where they required "stopping attempts of arresting them" and change the measure of restraint for unrelated to imprisonment.

It was later stated that the victims withdrew their application. They informed reporters about it at a press conference. God only knows how Kadyralieva's family managed to make them more pliable. Bektashev could not answer a media question about reasons for such a decision. However, the prosecutor's office assured that it isn't going to terminate criminal proceedings against Kadyralievs, despite refusal of victims. "Due to severity of their crimes, which do not fall under the category of private-public prosecution, criminal investigation continues," the Kyrgyz Prosecutor General's Office states.

Fraction of the ruling party - the Social Democratic Party, always strongly opposed holding of protests and performing for equal treatment for all, without exception, members of parliament, marked in criminal cases, came to defense its member. One and all put the blame on the investigation and are not going exclude Yrgal Kadyralieva from their ranks to the bitter end. The Social Democrats refuse to comment on moral side of the issue. Only the MP Erkin akebaev said that "Yrgal Kadyralieva should withdraw from the mandate herself." In other countries, officials and politicians leave their posts as soon as the first accusations against them appear. And our officials seat till the last moment," he said truly.

The issue of moral portrait doesn't concern    the MP herself, noting that "it is very hard time for her and it is better not to provoke." "It's not my family or my brother's supporters ask the Prosecutor General to stop the prosecution, but relatives of Bektashev, the victim, so to speak, who withdrew his complaint, stressing that it was written against Kanzhar under pressure. But the law is the same for all. If my brother is guilty, let him answer. I won't interfere in the course of investigation," the deputy says.
