Fourteen companies believe in sincerity of the Kyrgyz authorities and decided to implement a project worthy of century - to introduce biometrics. The public continues to resist, threatening each other primarily by unconstitutional component of the voluntary-compulsory collection procedure fingerprints, for example. They played into the hands of the chief, responsible for biometrics-2015, the First Vice Prime Minister Taiyrbek Sarpashev, who very bravely parried lawyers - who refuses, those would not vote in parliamentary elections. Certainly the official had bitterly regretted over his sharp words...
It is not a secret, Kyrgyzstanis became more skeptics, looking how bureaucrats turn any more or less sensible idea into farce, and often worse - a little (and on a grand scale) stealing and "working up" by lobbying. Election campaigns - now big business. They sell not only mandates, but cheating during the voting process. This can not go on forever, if we want to live in a civilized country and demand excellence from the executive and legislative branches. There will be neither professionalism, nor movement forward, if the elected parliamentarians will, as before: shaking their wallets and frazzling souls of sponsors, organizing carousels and aren't ashamed by introducing dead souls into the lists.
It is about 23 years that Kyrgyzstan has a full mess in the field of public accounting.
The Social Fund gives one figures. Civil Registry Office - the others. The Central Election Commission has its own base of citizens as potential voters. The National Statistics Committee also has its own figures. Dozens of thousands of Kyrgyz citizens live outside the country; in general, feel orphans with living mothers - in their homeland. A number of tax payers does not match with the data from the regions and the central body. In a word, a regular mess. Why are we indignant when the voting results are quite different from those, expected by our patriotic heart?
We must honestly admit: even specialized state bodies have very little idea about the number and quality of population in the Kyrgyz Republic. Oh, what the use of talking about citizens? We have a complete mess with the registry of settlements and streets. Still some part of the executive power, for example, writes "Jalal-Abad province", and the other part - "Djalal-Abad province", "Tokmok" and "Tokmak." Such examples are not dozens, but hundreds.
Agree that each of us has a personal experience or our close people, when visit for the banal certificate turned into a bureaucratic nightmare.
The state body should work coordinately, efficiently and, most importantly, for the benefit of all us. In general, anyway, accounting - is the base. But we don't have it. Actually, that's why there is no order. But there is wide scope for corruption schemes.
As the republic staff on implementation of biometric project note, citizens of the Kyrgyz Republic will receive biometric passports on a voluntary basis. Do not believe, if you are afraid of duress.
Officials are optimistic. They say that the Kyrgyz very soon will realize the necessity of introducing biometrics.
Since 2015, for example, devout Muslims, who want to go to the holy places of Mecca and Medina, can not do it without a biometric passport. The Kingdom of Saudi Arabia has changed the order of stay for participants of the pilgrimage. And in the Schengen area countries it will be also impossible to get without a biometric document. Here it is necessary to clarify: if your new passport has fingerprint data, then you will not have to leave fingerprints at border control checkpoint somewhere in Europe. And, by the way, in the U.S.A. as well.
Biometrics, which stuck most advanced fellow citizens, - only a part of the general cleaning that would be required to restore order in the country. We need account of citizens, the same Single Population Register, which the authorities promise to implement.
Is that all just have forgotten blasphemous real stories from our practice, when brave clerks are sent to addresses for congratulating, for example, World War II veterans?! Relatives then complain bitterly to reporters of bureaucratic callousness. Because a man died, he left us, and stationery lists introduce him. Trivial matters? No.
And how many such dead souls are in the system of social support? Nobody counted.
Providing migrant workers with one of the main constitutional rights - to elect and to be elected, they guaranteed access to the voting system for elections, to educational, medical, legal, social services in their places of actual residence, is it really insignificant?
For many years we can not run e-government, promises to do it are only on paper. And it's the same guaranteed access to public services and resources of each of us, dreaming to forget about queues and running around the instances.
Funny to say, but Kyrgyzstan has a negligible number of users of the same banking services, when citizens prefer cash than credit card. Is it bad if introducing biometrics, we will provide the citizens of Kyrgyzstan with using biometric technologies in the field of banking security appeals, investment and other financial movements? Do not forget about the retail, service and social services.
Obviously, there are more pluses than minuses. And minus, perhaps, only one. But big one. There is the very guarantee that officials, who accustomed to embellish, turn a blind eye to the illegality, will be able to provide us with personal and, at the same time, national security...
