Kyrgyz President signs law banning swearing, drinking alcohol in public places

President of Kyrgyzstan Almazbek Atambayev has signed amendments to the Code on administrative responsibility, Information Policy Department of the Presidential Administration reported.

Recall, a fine of 15 calculated rates with engagement in public works for 8 hours, or administrative arrest for 5 days is imposed for using foul language in public places, offensive molestation to citizens, and other such actions that violate the public order and tranquility.

Disorderly conduct, committed by minors, is punishable by a fine of up to 10 calculated rates imposed on parents or persons substituting them. 

Drinking of alcohol at work (in the workplace), in rooms and on the territory of enterprises, institutions, organizations, or stay at the job while intoxicated is punishable by a fine of up to 10 calculated rates.

The use of narcotic drugs or psychotropic substances, as well as drinking alcohol on the streets, stadiums, squares, yards of apartment buildings, in all kinds of public transport and in other public places or appearance in public places intoxicated that offends human dignity and public morality is punishable by an administrative fine of up to 10 calculated rates with engagement in public works for 8 hours. 

The same actions committed repeatedly within a year after application of administrative punishment shall be punishable by a fine of 10 to 20 calculated rates with engagement in public works for 8 hours.

If these actions are committed by a person who twice during the year has been subjected to administrative penalties for the use of narcotic drugs or psychotropic substances, as well as for drinking alcohol in public places or appearance in public places while being intoxicated shall be punished by a fine from 20 to 30 calculated indices with engagement in public works for 8 hours. 

The appearance in public of minors in a state of intoxication, as well as the use of narcotic drugs or psychotropic substances or drinking of alcoholic drinks is punishable by a fine on parents or persons substituting them in amount from 10 to 20 calculated rates.

Engagement of minors in begging, drinking of alcohol, substances or agents which are not narcotic or psychotropic, but influencing the intellectual and volitional activity, is punishable by a fine of 50 to 100 calculated rates with engagement in public works for 8 hours. 

At least 111 deputies previously voted for the proposed amendments. This law shall come into force ten days after the date of its publication.
