Rights of 66 percent of detainees are violated in Kyrgyzstan. The head of the National Center for Torture Prevention, Nurdin Sulaimanov, said this at a meeting of the Parliament today.
According to him, 76 percent of allegations of torture committed by law enforcement officers come from Bishkek and Chui region. The detainees complain about the investigators of State Committee for National Security, as well as the escorts of the State Penitentiary Service.
Nurdin Sulaimanov noted that in 83 percent of cases, criminal cases under the article torture were not initiated. «As a rule, the motive of refusal is one — the absence of corpus delicti. In addition, our experts checked both the detention facilities and remand prisons. It turned out that there were prisoners who were waiting for a court sentence for three years. It is unacceptable. There are cases when people are kept in detention centers for several days. But according to the law, a sanction should be imposed within 48 hours,» said Nurdin Sulaimanov.
