Ombudsman of Kyrgyzstan Tokon Mamytov said today at a meeting of the Committee on Constitutional Legislation, State Structure, Judicial, Legal Issues and Regulations that convicts were tortured in a juvenile prison in Voznesenovka village.
According to him, during a recent visit to the penal colony 14, representatives of the Institute of Ombudsman encountered these facts. «The Ombudsman’s Institute, the State Penitentiary Service, the Interior Ministry are taking appropriate measures. Special prosecutors are also involved in sorting out the situation,» said Tokon Mamytov.
In 2016, the supervisory authority received 435 applications, on 92% of which criminal cases were not opened. In 2017, the Prosecutor General’s Office received 325 applications, 88 percent of them also received a refusal.
