In Kyrgyzstan, an average of 1.2 billion soms are spent on torture victims per year. An economist Arsen Imankulov stated at the presentation of the study Cost of Legal, Medical and Social Consequences of Torture.
According to him, one victim of torture spends on restoring health, moral and psychological state from 300,000 to 4 million soms.
«We took three categories of people — a critically affected person, a victim with moderate injuries and a victim of torture with light harm to health. The state does not have accurate statistics on victims of torture, because some people do not turn to the prosecutor’s office for help and not all cases reach the court,» said Arsen Imankulov.
