At least 95 percent of children receiving education at boarding schools of Kyrgyzstan have parents. Deputy from Kyrgyzstan faction Almazbek Toktorov announced at a meeting of the parliamentary committee on social issues, science, education, culture and health care.

According to SDPK deputy Ainura Osmonova, residents from Kyzyl-Kiya repeatedly asked her not to close the only boarding school.

The head of League of Defenders of Children’s Rights Public Foundation Nazgul Turdubekova noted that Kyrgyzstan had developed a plan to optimize orphanages and boarding schools.

«We monitored 11 orphanages that should be optimized. The list also included Kyzyl-Kiya boarding school. It has been found out that children do not live in it, they go home in the evening. Lists do not match. Many children have one or two parents, and they are illegally accommodated in the institution — they were not sent there by a court decision,» she noted.

Deputy of the Parliament, Aida Kasymalieva, noted that Kyrgyzstan lacked an alternative to boarding schools. «Kyrgyzstan has an opportunity to carry out a reform, there have been attempts. The legal framework is good, and it may be a matter of political will. But the president showed it, a working group was created, we didn’t want everything to remain on paper,» she said.

According to her, the main reason why children go to boarding schools with living parents is labor migration.

Today, deputies of the Parliament got acquainted with the experience of Moldova in reforming boarding schools.
