The State Service of Regulation and Control over the Financial Market of Kyrgyzstan proposes to insure trade outlets in markets of the country against fires. The document was submitted for public discussion.
As noted, there is a need in the republic to introduce economic levers to improve fire safety in large shopping facilities. In 2012, the Emergency Situations Ministry initiated a draft law on compulsory insurance of civil liability of owners of capital structures in case of fire. However, the deputies of the Parliament rejected it.
According to the Ministry of Emergency Situations, 138 fires occurred in the territory of trade and market complexes in 2013-2017, at least 16 people were injured, the damage amounted to 929 million soms.
In 2018, large fires occurred in Osh market of Bishkek and the central market of Jalal-Abad. In connection with the incidents, the Parliament adopted a resolution instructing the government to initiate a draft law on compulsory insurance of trade outlets located in the territory of trade and market complexes.
