Closed institutions in Kyrgyzstan pay little attention to the problem of countering extremism and terrorism. Azamat Shambilov, the Regional Director of the Penal Reform International in Central Asia, told at a round table discussion.

According to him, all over the world, the prisons are very convenient for hiring and recruitment of militants.

«We see that various terrorist organizations recruit children, youth and even persons with disabilities. It is very convenient to recruit people in prisons, because there are vulnerable people in places of detention. They frequently believe that they were unjustly convicted, and they are looking for a certain spiritual recharge from terrorists offering their services in the guise of friendship. However, these «friends» have their own terrorist goals,» said Azamat Shambilov.
