Kyrgyz government changes rules for appointment of officials

The Prime Minister of Kyrgyzstan Mukhammedkaly Abylgaziev changed the government’s decree on a special (out-of-competition) appointment of civil servants to the government’s executive office, which was adopted on February 10, 2017. The Cabinet of Ministers said.

It is specified that in the new version of this resolution the prime minister receives more rights to appoint officials without a competition.

Mukhammedkaly Abylgaziev will be able to appoint all the deputy heads of the government’s executive office at his own. Previously, he had to do this only after consultation with the head of the office.

The Prime Minister will appoint his advisors and assistants without coordination with the corresponding vice prime ministers.

The heads of the departments no longer need a recommendation from the head of the government’s executive office and coordination with the supervising vice prime ministers in appointing their deputies and heads of the sectors.

Mukhammedkaly Abylgaziev will also appoint special, permanent and plenipotentiary representatives of the government in state bodies and international organizations without recommendation from the head of the executive office.
