Extraordinary session begins in Bishkek City Council

Deputies of the Bishkek City Council met today for an extraordinary session.

Recall, the holding of an extraordinary session was announced yesterday, July 12. Bishkek City Council Speaker Almaz Kenenbaev noted that its main issues would be the current situation in the life support of the city and the arrest of the First Vice Mayor Renat Makenov. The leader of the majority coalition Taalaibek Sagynov said that the deputies intended to pass no-confidence motion against the mayor of Bishkek Albek Ibraimov.

The deputies, who earlier supported him, including from the Social Democrats faction, initiated the no-confidence motion against the mayor. However, the situation has changed after the arrest of the First Vice Mayor Renat Makenov, and now BCC spoke for the resignation of Albek Ibraimov. He went on vacation a few days ago. There was information that he had left the country. But the press service of the city administration denied the mayor’s escape.

According to sources, Albek Ibraimov did not leave Kyrgyzstan and was in Bishkek.

Under the regulations of the Bishkek City Council, the decision to pass no confidence motion against the mayor is taken by 2/3 of the total number of deputies of the city council by secret ballot. A proposal may be made by the presidium, a faction and the standing committee of the city council.

At the moment, 38 deputies out of 45 have registered for the extraordinary session. Quorum is reached.

The First Vice Mayor of Bishkek Renat Makenov was detained by the State Committee for National Security on July 7 as part of an investigation into the criminal case on the unlawful allocation of land. The Pervomaisky District Court of Bishkek chose a preventive measure in the form of detention in pretrial detention center of SCNS for Renat Makenov until the end of the investigation.
