Bishkek City Court considers measure of restraint to Kubanychbek Kulmatov

The Judicial Board on Criminal Cases of the Bishkek City Court began consideration of the measure of restraint to the ex-mayor of Bishkek Kubanychbek Kulmatov.

Lawyer Sergei Slesarev said that the Pervomaysky District Court unreasonably issued a ruling on the imprisonment of Kubanychbek Kulmatov. According to him, the arrest of Kubanychbek Kulmatov violates the principles of criminal procedure legislation.

«The law clearly states that the measure of restraint may be toughened only in cases of a new charge being brought against a grave or especially grave crime. In the first instance report, the investigator replied in the negative to the question whether a new charge was brought against Kubanychbek Kulmatov. He also responded negatively to the question whether my client violated the rules of a written undertaking not to leave the city,» Sergei Slesarev said.

The ex-mayor of the capital is accused of corruption. According to the investigation, in 2014 he, being the mayor of Bishkek, illegally used the $ 2 million grant provided by TBEA in the framework of modernization of the Bishkek Heating and Power Plant for the construction of two schools. Kubanychbek Kulmatov allegedly redirected funds from the government to the Bishkek City Administration under the pretext of building a school in Kalys-Ordo residential area. On June 5, the former mayor was arrested and put in the pretrial detention center of the State Committee for National Security.
