Prime Minister urges to radically change attitude to bride kidnapping

The Prime Minister of Kyrgyzstan, Mukhammedkaly Abylgaziev, held a meeting on kidnapping of women for marriage. The press service of the government reported.

The Prime Minister stressed that the murder of 19-year-old Burulay Turdalieva in the building of Zhayil District Internal Affairs Department was an outrageous case of human cruelty and criminal negligence of those, who are called upon to protect citizens from murderers and rapists, which casts a shadow on the whole state.

«Forced marriages are a violation of fundamental human rights with long-term consequences not only for immediate participants, but for the development of the whole society. The tragic case with Burulay should become for us a challenge to a fundamental change in the attitude of society towards the so-called tradition of forcing girls to marry. This shameful phenomenon has nothing to do with the culture and traditions of the Kyrgyz people,» said Mukhammedkaly Abylgaziev.

The head of government stressed that law enforcement agencies should consider criminal cases related to violence against women and children as a matter of priority and with special care.

«The practice of bride kidnapping as well as forced marriages must be stopped. The perpetrators should receive real terms in prison, regardless of the fact of reconciliation of the parties. There should be no tolerance for cases of woman kidnapping to force them to marry,» the prime minister said.

The head of government instructed the Minister of Internal Affairs, Kashkar Dzhunushaliev, to make personnel decisions regarding the officials of the internal affairs bodies, who did not ensure proper control over the actions of the subordinates.

I ask the aksakals, representatives of local authorities, cultural figures, the media to pay close attention to the existing problem. Changes in our daily attitude to certain customs must be made. Nothing should violate the rights of an individual and the law.

The Ministry of Internal Affairs has been instructed to ensure a comprehensive, full and objective investigation of criminal cases, and also to submit proposals to the government till July 1, 2018 to tighten criminal liability for crimes committed against the family and minors.

The profile ministries and departments were instructed on an ongoing basis to conduct information work to prevent cases of kidnapping for marriage.
