The State Committee for National Security brought charges against the deputy Askarbek Shadiev in absentia under the article «Abuse of official position» of the Criminal Code of the Kyrgyz Republic within the criminal case on appropriation of budget funds, allocated for Ch. Aitmatov award in the amount of $ 30,000. The press center of the State Committee for National Security informed 24.kg news agency.
The Pervomaisky District Court of Bishkek has chosen a preventive measure against the official in absentia in form of detention.
After opening of the criminal case, Askarbek Shadiev flew from Khujand to Moscow using his diplomatic passport. Then, he left for New York city from there.
«The criminal case was opened by the Prosecutor General’s Office on April 28, 2018. However, the day before, Askarbek Shadiev went to the funeral of a relative to Isfana city in Batken region. He illegally waded through a river to cross the state Kyrgyz-Tajik border near Arka village. According to close relatives of Askarbek Shadiev, he left for treatment and had to return within one — two weeks. However, he is deliberately hiding from the investigative bodies, so he was put on the wanted list,» SCNS said.
Askarbek Shadiev, according to the investigators, indicated unreliable information that money was contributed to the secretariat of IPA CIS, thereby facilitating the allocation of $ 30,000 in the form of an award to Arsen Zakirov, head of the department of the parliamentary committee on international affairs, defense and security.
Earlier, Arsen Zakirov was arrested. He was detained after check and initiation of a criminal case under the Articles «Appropriation or embezzlement of entrusted property» and «Forgery, production, sale or use of forged documents, state awards, stamps, seals, forms» of the Criminal Code of the Kyrgyz Republic.
