The deputies of the Parliament, Iskhak Masaliev and Kurmankul Zulushev, developed and submitted for public discussion a bill on depriving the ex-president of Kyrgyzstan of his inviolability.
In the new Constitution, the president does not act as guarantor of the Constitution, human rights and freedoms. The head of state has lower level of immunity, and the Basic Law has no standards on the social security of his family.
In this regard, it was proposed to amend the Law On Guarantees of Activities of the President of the Kyrgyz Republic. The head of state may be brought to responsibility after removal from office. A similar rule applies to the ex-president.
Only the close relatives of the president — spouse or minor children — can use certain privileges. Life and health of family members of the president will not be insured at the expense of the state. They will not be able to get free medical care. Family members of the ex-president after his death will be deprived of official transport.
Ex-president is not completely deprived of his inviolability, as he remains a carrier of state secrets and information of special importance. He will have an immunity like a deputy of the Parliament.
