SCNS reveals corruption scheme: Bishkek City Administration allocates land plots

The Corruption Control Service of the State Committee for National Security of the Kyrgyz Republic in the course of investigative measures revealed corruption schemes on the illegal transfer to the physical and legal entities of the right to use municipal land in the southern zone of Bishkek. The press center of the State Committee for National Security reported.

The plots are located on 187 hectares, previously assigned to the state enterprise Kyrgyzstroyservis.

The Prosecutor General’s Office in April instituted two criminal cases on the grounds of crimes under the Article 303 (corruption) of the Criminal Code of the Kyrgyz Republic.

The investigation found out that in September 2017, on the basis of submitted application from an authorized representative of one of LLCs, Bishkekglavarhitektura without appropriate authorization documents made positive urban conclusion on the possibility of lease of a land area of ​​2,868 hectares for design and construction of multi-storey residential buildings with social and cultural facilities. Then the documents were handed over to the Department of Land Resources of the Bishkek City Administration.

According to the Detailed Plan project for the southern zone of the capital, the land plot was intended for the construction of public buildings and facilities.

As a result of the formal bidding with participation of the front persons, construction and installation work for building of multi-storey luxury apartment buildings started without a positive conclusion of the State Expertise Department.

Other land plots were allocated in the same way. Building of multi-storey elite houses started there.

As a result of the provision of land for rent below market prices, the city budget lost hundreds of millions of soms, which has caused damage to the state in a particularly large amount.
