Kyrgyzstan’s deputy offers to imprison for abandoning parents

Deputy of the Parliament Tazabek Ikramov submitted amendments to the Criminal Code for public discussion.

According to him, today, the number of cases when adult able-bodied children leave without valid reasons incapacitated and needy parents in elderly homes are growing.

Tazabek Ikramov proposes to provide punishment in the Criminal Code of the Kyrgyz Republic, if the evasion of the execution of the court decision lasts more than three months within a year.

In particular, such children will be punished with correctional works of the third category or with a fine of the fourth category, or imprisonment of the 1st category with deprivation of the right to take certain posts or engage in certain activities for up to two years with a fine of the 1st category.

Imprisonment of the first category provides for a term of imprisonment of up to two years and six months; a fine of the 4th category for individuals — from 1,800 calculated rates to 2,200 (180,000-220,000 soms).

«According to the Constitution of the Kyrgyz Republic, respect for the elders, caring for relatives and close people is the responsibility of everyone. In neighboring states, for example, in Tajikistan, a criminal punishment- forced or correctional works — is provided for persons evading the maintenance of their parents,» background statement says.

If the law is adopted, it will enter into force on January 1, 2019.
