Budget 2018 – deficit-ridden. But ministers talk about additional costs

The budget of Kyrgyzstan for 2018 remains deficit-ridden. However, the ministers declare the need for additional funds. Such claims were expressed by the heads of the Ministry of Health, the Ministry for Emergency Situations, the Ministry of Labor and Social Development, and the Ministry of Education.

The Ministry of Health needs additional funds for repairs in the children’s department of oncology. Ministry for Emergency Situations — for the purchase of special equipment. Wish for additional investments was also expressed by the head of the Ministry of Education Gulmira Kudaiberdieva.

The Minister of Education recalled that additional lessons of English are introduced at the schools of Kyrgyzstan this year. Now we need about 200 million soms to pay teachers.

In addition, she noted that this year there were opened 96 kindergartens, and asked to provide funds in the budget. Minister of Finance Adylbek Kasymaliev noted that this year teachers’ salaries have already been raised. He promised to make additions based on the results of the first quarter of this year.

The Minister of Labor and Social Development, Taalaigul Isakunova, asked for funds to be paid to parents who care for children with disabilities. This requires an additional 410 million soms.

Prime Minister Sapar Isakov admitted that the idea was good. But it will not be implemented from January 1, 2018. At best, the issue will be decided by the end of the first half of the year. He suggested returning to this issue later.

Almost all heads of ministries and departments announced the need for additional funding. Some even reproached the Ministry of Finance for rejecting any requests and bills concerning additional finance. The head of the department Adylbek Kasymaliev had his answer to this question.

The budget deficit of the next year is about 20 billion soms. For this amount, we have internal and external sources of coverage. If there are any additional costs, we must find sources for them.

«If we don’t find it, then we should not allow such expenses. We need to find some ways to solve the problem, or cut some of our expenses,» he concluded.

Sapar Isakov promised that the Cabinet would look for additional sources of funds. As soon as the money is found, the funds requested by the departments will be allocated. He asked to wait a little.
