Details of termination of the contract with the Czech company Liglass Trading, which was to build a hydropower stations in , became known at a meeting of the government the day before.
During the meeting, the Deputy Prime Minister Duishenbek Zilaliev reported that the government is not able to extend the payment deadline of $ 37 million for the Czech company, after that the head of government decided to begin the procedure for termination of the contract unilaterally.
«As time runs out, I ask to begin all the necessary procedures for unilateral termination of the agreement, according to the norms prescribed in the document, so that later there will be no trials,» Sapar Isakov said.
The head of government instructed relevant departments to consider the situation with the construction of small hydropower stations.
Duishenbek Zilaliev said that the tender was held for the construction of small hydropower stations, and the agreement on the construction of the Upper Naryn HPP was a part of the contract. «This contract is tied to a contract for the construction of small hydropower plants, and if conditions for the transfer of $ 37 million are not met, then we terminate it,» Duishenbek Zilaliev said.
In addition, it was announced that the Czech company contributed $ 1,147 million to the treasury account of , which, according to Justice Minister Uran Akhmetov, will remain in the .
The head of the government also asked what harm our country has received from the failed agreement. As it was stated at the meeting, the republic did not incur losses.
Also, the Prime Minister was told about letters from the official bodies of the , on the basis of which decisions were made for admission of this company to the tender. «I honestly said a month ago that there is an official letter from the Ministry of Industry and Trade of the , which officially supported this company and vouched for it, this assurance is of a very high level,» Duishenbek Zilaliev said.
As the head of government noted, we must make up for the time lost and work on the cascade. He noted that he would keep the matter under his personal control.
