Policeman to be sued for torture in Internal Affairs Department for Chui region

The prosecutor’s office of Moscow district of Chui region issued a decision to open a criminal case against an officer of the Regional Department of Internal Affairs for torture.

A corresponding statement was submitted to the National Center for the Prevention of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment as far back as on March 23.

Employees of the National Center visited the place of detention of the defendant, invited an expert, a doctor-therapist. As a result, the form of medical examination (Istanbul protocol) was filled in. Statement on the fact of torture from the person under investigation was received.

All the collected materials were sent to the prosecutor’s office.

The prosecutor’s office of Moscow district of Chui region ruled to institute a criminal case under the article «Excess of official authority» of the Criminal Code of the Kyrgyz Republic. The materials for the investigation were sent to the supervisory authority of Chui region.
