Local self-government bodies should provide land plots to the migrants for gratuitous use with subsequent transfer to the ownership when obtaining Kyrgyz citizenship for the construction and maintenance of a house and a personal subsidiary farm. Report of the Ombudsman says.

However, almost all regions have a problem with providing land plots for migrants. For example, 2,131 people in Jalal-Abad region got land plots from local authorities, and 5, 512 people bought them at their own expense.

In Chui region, local governments allocated land to 44 families for the construction of a residential house, and 10 families bought of land for private ownership.

In order to improve and solve social issues of migrants from Murgab district of Gorno-Badakhshan Autonomous Region of , of dry arable land were allocated in Madyn rural area of Kara-Suu district, region. But residents can not get land.

Many immigrants live in emergency, abandoned facilities and do not have access to social services. Only 4,918 out of 6,395 children of ethnic Kyrgyz at the age of 7 to 16 attend general education organizations.
