Mazhilis of Kazakhstan approves laws on allocation of $ 100 mln to Kyrgyzstan

The Mazhilis of Kazakhstan approved four draft laws at today’s session, providing assistance to Kyrgyzstan for integration into the Eurasian Economic Union. Kazakhstan will provide all-round support, up to a financial one, which will exceed $ 100 million. It was stated by the Minister of Finance Bakhyt Sultanov. Vlast portal reported.

According to the draft law on Ratification of the Protocol between the Governments of the Republic of Kazakhstan and the Kyrgyz Republic on the Procedure for Granting Assistance and Control over its Use, Kazakhstan will render assistance to the Kyrgyz side equivalent to $ 100 million for the final entry of Kyrgyzstan into the Eurasian Economic Union.

«Assistance is provided in several tranches. In each case, a separate protocol on technical assistance will be signed and ratified. The list of activities will include only the activities of the «road maps» for Kyrgyzstan's accession to the Eurasian Economic Union. Assistance can be provided in the form of money, equipment, goods and services, training. As a result of the implementation of the tranche, control over its use is ensured," said Bakhyt Sultanov.

The Kyrgyz side is responsible for the use of assistance and the reliability of the documents provided.

According to him, the Kyrgyz side submits a list of activities, amounts and supporting documents for consideration, and the interested state bodies of Kazakhstan consider and notify Kyrgyzstan and the Ministry of Finance of the Republic of Kazakhstan on the amounts supported.

Another bill amends the procedure for providing assistance to simplify the coordination of the list of technical assistance activities (cost estimates) for Kyrgyzstan.

«The amendments are specifying; the list of documents provided by the Kyrgyz side has been simplified. These clarifications were developed by Kazakhstan for timely and high-quality implementation of the ongoing work in the framework of technical assistance to the Kyrgyz Republic," the head of the Ministry of Finance said.

The next package of amendments was included in the agreement on the development of economic cooperation within the Eurasian economic integration. A list of technical assistance activities, that is, Bakhyt Sultanov emphasized, the cost estimates, had been developed. The amount of the tranche, he said, is $ 7,526,789 and is provided in cash. It will finance:

  • Arrangement of customs checkpoints (Dostuk, Karamyk, Madaniyat) — $ 1, 286.8 million;
  • Modernization of testing laboratories, as well as training in technical regulation — $5,662,149;
  • Equipment of laboratory in the transport sector — $ 577, 840.

The last bill sets the amount of the first tranche of $ 41, 038.96 million and approves the list of technical assistance activities in the spheres.

«The first tranche of aid is cash and training services. These measures are aimed at speeding up customs administration procedures, improving the quality of control, ensuring the necessary level of security of goods imported into the customs territory of the Eurasian Economic Union," Bakhyt Sultanov said.
