The deputies adopted the bill in the third reading on May 31.

The candidate for the post of the president must have communicative competence in state language in all spheres of communication for the performance of professional activities, characterized as « the upper intermediate» level according to the requirements of the system of determining the level of knowledge of the state language approved by the government. The level of language proficiency is certified by a certificate.

The certificate of the level of knowledge of the state language is issued by an authorized state body or institution in the field of assessing the level of proficiency in the state language on the basis of testing results.

The failure to submit to the Central Election Commission by a candidate for the post of president or his authorized representative of a certificate on the level of proficiency in the state language is a ground for denial of his registration.
