Kyrgyzstan joins system of EEU cabotage transportations

Kyrgyzstan joined the system of cabotage transportations of the Eurasian Economic Union. The necessary amendments to the Code on Administrative Liability were signed by the President of the country Almazbek Atambayev.

The program of stage-by-stage liberalization of cabotage transportations is planned for 2016–2035. Kyrgyzstan agreed to participate in it in December 2015. The main goal of the program is the formation of a common market for motor transport services within the framework of the Eurasian Economic Union and facilitating access to carriers of the EEU countries for the provision of road freight services throughout the Union.

It is provided that the EEU countries will take measures to ensure responsibility for violation of conditions and rules for the implementation of coastal road transport. The Code of Administrative Liability was amended to increase the penalty for violation by foreigners of a ban on cabotage road transportation in Kyrgyzstan. The amount of the fine is commensurate with punishment in other countries of the EEU.

The law establishes separate regulations for carriers of the EEU countries. In particular, administrative responsibility for non-compliance by carriers with the conditions for the carriage of goods by road between points located in Kyrgyzstan.
