President proposes to hold people’s kurultai, improve irrigation

The President of Kyrgyzstan said that it is necessary to hold people’s kurultai and improve irrigation in the country. Almazbek Atambayev said today at a meeting of the National Council for Sustainable Development.

According to him, it is necessary to pay attention to the problems of the villagers. A man can not maintain his family. He would be happy to work, but there is no 30 hundred square meters of land. The authorities must radically change attitudes towards this problem.

In the near future, the budget will receive unplanned income. Among other urgent projects, MPs need to approve the accelerated implementation of the irrigation program. It is necessary to give people land, irrigated land.

The President noted that he was in favor of parliamentary elections on party lists. But in the end, the country still got one big minus.

«Deputies, who are elected by party lists, discuss party issues, gossip for hours about the president. We have the Constitution. I propose to launch Article 55 on people’s kurultai. If the people’s kurultai include the heads of rural administrations, mayors of cities, heads of councils, we will get the people’s kurultai. They must meet twice a year, and their decisions must be binding for the president, parliament and government. In this case, we would rather hear the voice of representatives of the regions," Almazbek Atambayev suggested.
