Taiyrbek Sarpashev becomes suspect in criminal case

On March 30, 2017, the Prosecutor General’s Office instituted criminal proceedings against the former Deputy Prime Minister Taiyrbek Sarpashev and other officials of the State Registration Service on the grounds of the crime envisaged in part 4 of Article 304 (abuse of office) of the Criminal Code of the Kyrgyz Republic.

It was found out that on March 28, 2013, the SRS conducted a tender for the purchase of forms for the registration of civil status certificates by the unlimited bidding method for 8 million soms. The tender was attended by T. P. LLC and Uchkun JSC, where T. P. LLC was recognized the winner.

On April 24, 2013, the Ministry of Finance of the sent a letter to the Deputy Prime Minister Taiyrbek Sarpashev saying that the mentioned above tender was recognized as valid.

On April 25, 2013, Sarpashev gave an illegal protocol order to authorize SRS to purchase forms of birth certificates by a single source method from Uchkun JSC.

The Chairman of SRS, without concluding a supply contract with the winner of the tender, forced the general director of T. P. LLC «to conclude a contract for the acquisition from Uchkun JSC forms of birth certificates in the amount of 40,000 pieces. These forms were distributed among the territorial units of the Department of Registration of Civil Status Acts (DRCSA) and fully issued to newborn children of citizens of the .

According to the conclusion of SRS working group on monitoring and evaluation of the activities of the DRCSA dated June 18, 2015, these forms are manufacturing defect and are subject to replacement. So, in the micro text of «Birth certificate» form is written «Certificate of marriage».

«It should be noted that after the issuance of such birth certificates, the SRS bodies received more than 11,690 complaints from citizens who claimed that the manufacturing defect in forms was detected when crossing the border, as a result of which they were prohibited from entering, and they were deported back to Kyrgyzstan, bearing additional costs," the Prosecutor General’s Office of the Kyrgyz Republic says.

As of today, the departments of the Registry offices of the republic have replaced 11,690 birth certificates. The remaining 28,310 are subject to replacement in future.

The investigation of this criminal case was entrusted to the investigation department of the State National Security Committee of the .

After retiring from the post of Vice Prime Minister, Taiyrbek Sarpashev headed the SRS. He is forced to leave the post after the scandal with property on  in Bishkek.
