Migrants to be deported in lack of employment contract

The Ministry of Internal Affairs of Russia has prepared a bill, under which migrants would be deported from the country because of the lack of an employment contract. Russian media reported.

It is noted that the offenders will be punished by a fine. The exception is the citizens of Belarus. They are exempt from filling the migration card.

Now, labor migrants from Armenia, Kyrgyzstan and Kazakhstan are exempt from the obligation to obtain a work permit in the states — members of the Eurasian Economic Union (EEU). The term of stay of a migrant in the territory of the state of employment is determined by the validity period of an employment contract. However, the responsibility for its absence is provided only in the sphere of ​​employment, but not immigration legislation.

Interior Ministry proposes to introduce a norm, according to which it is banned to work in Russia without an employment contract. This, according to the developers, is necessary to monitor compliance with the terms of stay of EEU citizens in Russia.

The authors also offer to introduce a fine for lack of labor or civil contracts in the amount from 2,000 to 5,000 rubles. The officials are to be fined in the amount from 25,000 to 50,000 rubles, legal entities — from 250,000 to 800,000 rubles, or by suspension of activity for a period from 14 to 90 days.

It is also proposed to prohibit the foreigners, who not indicated work as a purpose of entry in Russia in migration card, to work on its territory.
