Chinese President Xi Jinping spoke at the SCO Plus meeting in Bishkek on September 1. His speech focused on the formation of a multipolar world, reform of global governance, and the role of the Shanghai Cooperation Organisation.

Xi Jinping stated that most countries reject policy of force and do not want conflict. He emphasized that states strive to develop independently and occupy an equal place on the global stage.

As a responsible major power, China actively advocates an equitable and orderly multipolar world. Sovereign equality and mutual respect are fundamental principles. We must ensure the equality of all states, regardless of their size, strength, and wealth—equal rights, opportunities, and rules.

Xi Jinping

Xi Jinping paid special attention to the United Nations. He noted that the UN Charter remains the foundation of international relations, and its role must be strengthened.

«The goals and principles of the UN Charter define the basic norms of international relations and are the foundation of the post-war international order. We must promote universal values, reject double standards, exceptionalism, interference, and intimidation, as well as the law of the jungle, and consistently strengthen the rule of law in international relations,» he said.

According to Xi Jinping, international issues should be resolved through dialogue and consultation, and international rules should be jointly formed by all states.

«It is necessary to restore the authority and viability of the UN, and enhance the coherence and effectiveness of various global and regional multilateral mechanisms,» the Chinese President emphasized.

Speaking about the SCO, Xi Jinping noted that over 25 years, the organisation has become an important platform for cooperation and united almost half of the world’s population and a quarter of the global economy.

He identified three main areas in which the SCO can strengthen its role: the joint development of Eurasia, support for countries in the Global South, and participation in reforming global governance.

Furthermore, the Chinese President called for developing cooperation within the framework of the Belt and Road initiative, reducing the digital and technological divide, and ensuring access by all countries to the benefits of technological development.

In conclusion, Xi Jinping stated that the SCO countries should adhere to the principles of partnership and dialogue, rather than bloc confrontation, and jointly promote a more equitable system of global governance.
