The Cabinet of Ministers of Kyrgyzstan has submitted for public discussion a draft resolution introducing changes to the procedures for issuing ID cards and international passports to Kyrgyz citizens. The document was developed following recent amendments to the law on external migration and is aimed at simplifying documentation procedures for the population.
One of the key proposed changes would allow parents to apply for international passports for children under 16 based on a request from one parent or a legal representative.
If a parent is unable to be present in person, a notarized consent form and power of attorney will be required.
The draft also formalizes the legal status of the digital passport. Once an ID card is issued, its digital version will be automatically generated in state systems and will carry the same legal validity as the physical plastic document.
Another proposed change concerns the spelling of names in Latin script. Citizens may be allowed to independently choose the Latin spelling of their surname, first name, and patronymic, provided that the chosen spelling does not alter their semantic or phonetic meaning.
To improve document security, more comprehensive biometric verification will be introduced. Instead of scanning only two index fingers, authorities plan to collect fingerprints from all ten fingers. In addition, officials will compare applicants’ photographs with previously issued passports and biometric databases.
The proposal also includes allowing local government bodies, including aiyl okmotu (rural administrations), to accept passport applications. This is expected to simplify access to passport services for residents of remote villages.
Separate amendments concern the storage of completed passports. The documents are expected to be kept in specially secured facilities equipped with fire and security alarm systems, as well as fireproof safes, until they are issued to their owners.
