The Department of Chemicalization, Plant Protection, and Quarantine under the Ministry of Water Resources, Agriculture, and Processing Industry of Kyrgyzstan announces the adoption of Order No. 280 by the General Administration of Customs of China on October 14, 2025, effective June 1, 2026.
This document establishes an updated procedure for registering foreign enterprises exporting food products to China in the state information system CIFER (China Import Food Enterprise Registration). A risk-based approach to product assessment and market approval has been introduced.
Registration is mandatory for entering the Chinese market and is carried out, among other things, through the competent authority of the exporting country.
Registration is valid for five years. Failure to comply with established requirements will result in suspension or cancellation of registration.
The adoption of this new procedure is aimed at strengthening product safety controls and raising the standards for exporters.
The department recommends business entities to prepare for the new conditions in advance and seek advice if necessary.
