Speaker of the Zhogorku Kenesh of Kyrgyzstan Marlen Mamataliev outlined new priorities for the legislative branch and the evolving political configuration in an interview with Vesti news service.
Legislative support for president’s course
According to the Speaker, the parliament’s primary task at present is not to shape an independent political agenda but to provide a solid legislative framework for implementing the strategy of the head of state.
«The president is fully responsible for foreign and domestic policy, as well as economic activity. If he has outlined a specific development course, then we, as the legislative branch, must facilitate it,» Marlen Mamataliev said.
He emphasized that deputies are focused on drafting laws, overseeing their implementation, and engaging with the public.
Digitalization and openness
Marlen Mamataliev announced a large-scale administrative reform within Parliament. Over the next one- two months, the Zhogorku Kenesh plans to transition fully to digital governance.
The reform will affect all levels of parliamentary work — from drafting legislation to holding committee meetings. Digitalization is also expected to enable citizens to contact members of parliament online, which he described as an important step toward greater transparency.
Foreign policy focus — Russia
Special attention in the new configuration will be paid to strengthening ties with Russia. The Speaker confirmed that Russia remains Kyrgyzstan’s strategic partner and that inter-parliamentary cooperation will double in 2026.
A key priority will be addressing issues faced by labor migrants.
Marlen Mamataliev stressed the need for active engagement with the State Duma on draft laws that directly affect lives of citizens of Kyrgyzstan in Russia.
