Russia to block websites with illegal services for migrants without court ruling

Websites with illegal services for migrant workers will be blocked in Russia without a court decision. President Vladimir Putin signed the corresponding law.

The federal law on extrajudicial blocking of websites of companies providing illegal services in the field of migration was previously adopted by State Duma deputies.

The document states that the register of prohibited information will include information containing offers on providing illegal services in the field of migration, as well as methods for organizing illegal migration. This will allow for out-of-court blocking of such content.

The basis for blocking a particular web page will be a decision by the Prosecutor General of the Russian Federation or his deputy, made upon discovery of information distributed in violation of the law.

Roskomnadzor will be responsible for blocking illegal content itself.

«Tightening legislation in this area is primarily a tool for increasing the transparency of functioning of migration mechanisms. Any issue in the field of migration should be resolved in accordance with current legislation and only by legal means. The state’s goal is to create conditions for the integration of foreign citizens into our society, as well as to achieve transparency in all migration processes. I would like to emphasize that migrants have repeatedly fallen victim to websites promising to solve any issues for a fee, a significant part of which are the resources of ordinary scammers,» deputy Anton Nemkin said.

He also explained that the corresponding social media accounts are also subject to blocking. Owners of social media accounts will be required to monitor their platforms in order to detect information about illegal services in the field of migration and also immediately take measures to restrict access to it.
