The State Duma of Russia has adopted in its final reading a law on recognizing the commission of a crime by an illegal migrant as an aggravating circumstance. RIA Novosti reported.
The authors of the bill are the Chairman of the State Duma Vyacheslav Volodin, the head of the State Duma Commission on Migration Policy, Vice Speaker Irina Yarovaya, the leaders of all parliamentary factions and State Duma deputies. The bill was supported by the Government of the Russian Federation, the Supreme Court, the Prosecutor General’s Office and the Investigative Committee.
The bill proposes to supplement Article 63 of the Criminal Code of the Russian Federation with a new paragraph, according to which the commission of a crime by a person illegally residing on the territory of the Russian Federation will be recognized as an aggravating circumstance.
Volodin previously noted that, according to the Investigative Committee, this year the number of such crimes has increased threefold — up to 8,000 episodes.
According to the Chairman of the State Duma, adoption of these bills will help combat the organization of illegal migration, toughen penalties for committing crimes in this area, and help to ensure public safety.
