A ban on the involvement of foreign labor under licenses in a number of areas will take effect from January 1, 2025 in Moscow Oblast. The Russian media reported.
Foreign citizens will no longer be able to work in such sectors as alcohol and tobacco trade, street food, social services, sports, culture, leisure, health care and education.
This decision was made after discussion at a meeting with the participation of Governor Andrei Vorobyov, the regional government and district heads.
Deputy Chairman of the regional government Natalia Maslenkina explained that the reason was numerous complaints from consumers in the trade sectors where migrants work. She also noted that the restrictions would help reduce the likelihood of conflicts.
According to Maslenkina, a restriction on hiring foreign labor in the alcohol and tobacco trade — no more than 15 percent — is already in force in Moscow Oblast.
Now the region plans to join 22 other Russian regions, where a complete ban on such work under licenses has been introduced. It is expected that the introduced measures will affect about 5,600 people, who will be replaced by local residents and citizens of the EAEU countries.
Earlier, the head of the Federation Council of the Russian Federation Valentina Matviyenko stated that it was necessary to avoid radicalization of the migration issue.
