The Ministry of Natural Resources of Kyrgyzstan has decided on the size of the recycling fee rates. The law on recycling fees has come into force in the republic.
The rates proposed by the relevant ministry have to be approved. For now, the draft resolution has been submitted for public discussion.
This type of fee will be charged from manufacturers and importers of goods that require special recycling. The rates for different categories of goods will vary. They depend on the characteristics of the work being carried out — separate collection, transportation, sorting and recycling of waste from the use of the goods, the costs of creating infrastructure for recycling or recycling. The recycling fee rates also depend on how harmful the goods are to the environment and whether they can be reused.
The recycling fee is calculated as follows: rate (for a particular type of goods) — weight (goods and packaging) — recycling standard.
The highest rates are offered for two categories of goods:
- Primary elements and batteries of primary elements — 135,390 soms;
- Storage batteries (other) — 147,165 soms.
The amount of the recycling fee is determined per ton of goods.
All funds received from charging the recycling fee are planned to be used to create a system of separate waste collection; construction, reconstruction of facilities for accumulation, processing, neutralization and recycling of waste; compliance with standards for recycling waste from the use of goods by concluding an agreement with legal entities or individuals who recycle waste from the use of goods.
