Recycling fee law comes into force in Kyrgyzstan, Kazakhstan voices concerns

The law on recycling fee has come into force in Kyrgyzstan. The website of the Ministry of Justice says.

Recall, the recycling fee has been introduced for lubricating oils, storage batteries, lead batteries and batteries for electric vehicles, tires, electronic and electrical equipment, household appliances, filters for internal combustion engines, goods and packaging of goods made of combined materials, cardboard, rubber, plastic, polymers.

In this regard, amendments are being made to some legislative acts of the country (the Code on Non-Tax Revenues, the Code of Offenses, the Law «On the Licensing and Permitting System»).

The Cabinet of Ministers should approve the recycling fee rates.

It should be noted that the following goods imported into the customs territory of the Kyrgyz Republic are exempt from the recycling fee:

  • As gratuitous aid and (or) for charitable purposes by states, governments, international organizations, including the provision of technical assistance;
  • Belonging to diplomatic missions or consular offices, international organizations enjoying privileges and immunities in accordance with the generally recognized principles and norms of international law, as well as employees of such missions, institutions, organizations and their family members;
  • Intended to ensure national security, defense, law enforcement, prevention and elimination of emergency situations.

Meanwhile, Kazakhstan is concerned that with the entry into force of the law on recycling fee in Kyrgyzstan old cars will now be imported en masse to the republic.

Minister of Industry and Construction Kanat Sharlapaev notes that this will not affect the cost of cars in Kazakhstan.

«We are not currently discussing an increasing the recycling fee. Pay attention to how our neighbors behave regarding the recycling fee. They do not cancel it, they increase it. Kyrgyzstan has set up a production line for Chevrolet — Cobalt and Onix, and is also planning to introduce a recycling fee. Here we must understand that Kazakhstan, in terms of the size of the recycling fee and primary registration, is already quite far behind all its neighbors,» he said.

According to him, due to the difference in prices, a fairly large flow of old cars may appear in Kazakhstan. This will harm the environment and create dangerous conditions on the roads.
