The Pervomaisky District Court extended the preventive measure for former Minister of Natural Resources of Kyrgyzstan Dinara Kutmanova and her son Kemelbek Kutmanov until October 5. The press service of the Bishkek City Court informed 24.kg news agency.

According to it, the trial of the former Minister of Natural Resources, Ecology and Technical Supervision has already begun.

What are the former minister and her son accused of?

Recall, Dinara Kutmanova was detained at the end of July 2023. In particular, on July 22, the press center of the State Committee for National Security reported who was detained as part of the criminal case on corruption in the Ministry of Natural Resources and the Nature Development Fund and how former minister Dinara Kutmanova and her family appropriated millions from various projects.

Kemelbek Kutmanov was placed in the pretrial detention in August 2023. He is also accused of fraud in the field of subsoil use. According to the investigators, Kemelbek Kutmanov, when his mother Dinara Kutmanova headed the Ministry of Natural Resources, interfered with the work of the ministry and the Nature Development Fund. Namely, he received kickbacks in the amount of 10 percent of the funding for various projects, the State Committee for National Security said.

In particular, Kemelbek Kutmanov is accused of receiving more than 17 million soms from five business entities, withdrawing 7.5 million soms from Zhashyl ​​Muras project and appointing friends to high positions in the Ministry of Natural Resources.

According to the State Committee for National Security, since 2021, $3,700 million from the funds of the Kumtor Gold Company have been allocated annually for the implementation of projects to protect the nature of Kyrgyzstan. The total amount of funding for three years is about 976,800 million soms. The Accounts Chamber found out that the fund misused 720 million soms, of which about 192 million soms were damages to the state. At least 56 million soms were reimbursed to the state. According to law enforcement agencies, Kemelbek Kutmanov, in order to avoid criminal liability, left for Kazakhstan on May 29, 2023, then went to Istanbul via Moscow. He was put on the international wanted list. Kemelbek Kutmanov was detained in Turkey and extradited to Kyrgyzstan.
